    Andrew LaRowe

    PRESIDENT

    Andrew is the founder and president of BAISCA. He has over 30 years’ experience as an educational facilities administrator and significant experience with conducting facilities assessments nationwide, and specifically for North Carolina school districts.. Prior to BAISCA, Andrew served in a senior leadership capacity for Guilford County Schools in Greensboro, North Carolina as Chief Operations Officer. He was also the Director of Maintenance for Winston-Salem/Forsyth County Schools. He attended Appalachian State University and holds a BS in Industrial Technology and Secondary Education.

    Greg Jessup

    FINANCE DIRECTOR

    Greg is the CEO of EduCon Inc. which is affiliated with BAISCA. He works closely with Mr. LaRowe, and is responsible for business operations at BAISCA. Greg has gained considerable experience with the business side of facilities management in North Carolina school districts. He is committed to offering practical value to school districts, treating people with dignity and respect, and reminding us that when we think we have succeeded, there is always more we can accomplish. Before joining EduCon, Greg was employed several years by Duke Energy. He is a graduate of North Carolina A&T University and is a licensed general contractor.

    David Barnes

    TECHNOLOGY DIRECTOR

    David has developed BAISCA’s database system that generates reports related to the DPI Facility Needs Survey. He is responsible for organizing the district’s facilities data into reports that are useful to the client and also uploading the data to the State’s survey database. David has over 30 years in facility and energy management, primarily with educational facilities. David was formerly the Sr. Manager for Dude Solution’s Energy Services and was a leader in their adoption of the Energy Manager application.  He specializes in process improvement as proven by his achieving ISO 9001 certification for a major world-wide technical organization, along with the architecture and development of various software tools to improve efficiency and accuracy.

    Jason Miller

    PROJECTS DIRECTOR

    Jason joined BAISCA in 2023 after retiring from Davidson County Schools with 30 years experience. His time there included operating HVAC building automation systems and he served as the district's energy manager. Jason manages the data collection process for BAISCA’s Facility Needs Survey program. He has also worked on the development of new service offerings at EduCon including classroom humidity monitoring and tracking. Jason is a graduate of the University of North Carolina at Charlotte, with a B.S in Geography along with his diploma in Energy Management from NC State University.

    Terri Bain

    OFFICE MANAGER

    Terri began working with BAISCA in 2015 and has significant involvement with all aspects of data collection and reporting for the DPI Facility Needs Survey. Her duties have included scheduling BAISCA consultants to work with district staff performing facility audits, production of reports, and keeping track of project schedules. She has considerable experience working with school systems. Terri has a BS in Organizational Management and a MA in Human Services.

    Mary Garrity

    CLIENT COMMUNICATIONS

    Mary is responsible for client communications and scheduling. From the very beginning of our process Mary handles proposals, contracts, and scheduling report reviews and presentations.. She keeps track of questions and various notifications between school district staff members and BAISCA. Mary’s background is all things administrative with a focus on elevating client experience. Mary stays closely connected to our clients and is a great point person when you have a question or need to reach a team member.

    Jake Jessup

    SCHOOL CAPACITY ANALYST

    Jake is responsible for generating capacity data for each school in the district. This involves reviewing school floor plans which include information on the use and type of each space provided by the principal. Jake interprets and enters information into worksheets to determine functional capacity under guidelines issued by the North Carolina DPI School Planning office. Jake also collects information on enrollment projections for each school in order to develop long range building utilization estimates. He recently graduated from Appalachian State and has a BS in Building Science.

    Cameron serves as the Marketing and Content Manager at BAISCA, where she oversees all aspects of website content and marketing services. With a focus on clear and impactful communication, Cameron ensures that BAISCA’s mission, services, and expertise are effectively conveyed via digital platforms. With her experience in freelance design and digital media, she keeps track of the best methods to communicate and market upcoming ideas for the company.
